حملات الحكومة المصرية ضد الأجانب؟

دأبت الحكومة المصرية على شن حملات دورية ضد الأجانب في كل عام، وقد تكرر في نفس العام لأكثر من مرة مما يثير تساؤلات حول الأسباب الكامنة وراء هذه الحملات.

ويعتقد معظم السودانيون أنهم المستهدفون بتلك الحملات وخاصة أن عدد السودانيين بمصر ما بين لاجئ وغير ذلك قد تعدى ال9 مليون سوداني، زد على ذلك أن معظمهم لجأ إلى مصر بطريقة غير شرعية ولم يقم الكثيرون منهم بتصحيح أوضاعهم نسبة لتعقيدات الحرب التي ألقت بظلالها على الجميع (الدولة المصرية، سفارة السودان بمصر واللاجئين والمجتمع الدولي).

وحيال كل ذلك تتعرض الدولة المصرية لمزيد من الضغوطات بخصوص الوجود الأجنبي فيها وذلك لأسباب واقعية إذ أن التعداد السكاني في مصر للمصريين فقط حوالي 120 مليون مصري، مما يشكل ضغطًا سكانيًا عاليًا حيث يعيش حوالي 95% من السكان في حوالي 5% من مساحة البلاد.

هذا الضغط السكاني يجعل الحكومة المصرية تبحث عن حلول لتخفيف الضغط على الموارد والخدمات. فالأجانب قد يتنافسون مع المواطنين المصريين على فرص العمل والخدمات الأساسية مثل الصحة والتعليم، مما يزيد من الضغط على الحكومة.

وأيضًا الحكومة المصرية قد تهدف من خلال هذه الحملات إلى تعزيز الأمان الوطني وضبط الوجود الأجنبي غير الشرعي، خاصة في ظل التحديات الأمنية الإقليمية. كما أن لكل دولة سياستها الداخلية التي تدير بها أمورها فقد تكون هذه الحملات وسيلة للحكومة لتحويل الانتباه عن القضايا الداخلية الأخرى وتحسين صورتها أمام مواطنيها. علاوة على ذلك يشكل الضغط الدولي الذي قد تتعرض له مصر لتحسين أوضاع اللاجئين والمهاجرين، مما يجعلها تظهر للعالم أنها تتخذ إجراءات لضبط الوجود الأجنبي.

وبحسب وجهة نظر التحليق فإن الحملات ضد الأجانب في مصر تعكس تحديات كبيرة تواجهها مصر، مثل الضغط السكاني والتنافس على الموارد. ومع ذلك، يجب على الحكومة المصرية تبني سياسات شاملة وعادلة لمعالجة هذه القضايا، مع الحفاظ على حقوق الأجانب واللاجئين وفقًا للقوانين الدولية.

The Egyptian government has been conducting periodic campaigns against foreigners every year, and this has happened more than once in the same year, raising questions about the underlying reasons for these campaigns. Most Sudanese believe they are the target of these campaigns, especially since the number of Sudanese in Egypt, including refugees and others, has exceeded 9 million. Most of them fled to Egypt illegally and many have not regularized their status due to the complexities of the war that has affected everyone (the Egyptian state, the Sudanese embassy in Egypt, refugees, and the international community).

The Egyptian state is under increasing pressure regarding the foreign presence, for realistic reasons. The population count in Egypt for Egyptians alone is about 120 million, creating high population pressure where about 95% of the population lives in about 5% of the country’s area. This pressure makes the government seek solutions to alleviate the pressure on resources and services. Foreigners may compete with Egyptian citizens for job opportunities and basic services like health and education, increasing pressure on the government.

The Egyptian government may also aim through these campaigns to enhance national security and regulate illegal foreign presence, especially amidst regional security challenges. Each country has its internal policies, and these campaigns may be a way for the government to divert attention from other internal issues and improve its image before citizens. Additionally, Egypt faces international pressure to improve the situation of refugees and migrants, making it appear to the world that it is taking measures to regulate the foreign presence.

From the perspective of this analysis, the campaigns against foreigners in Egypt reflect significant challenges facing the country, like population pressure and competition for resources. However, the government should adopt comprehensive and fair policies to address these issues while preserving the rights of foreigners and refugees according to international laws.
